Our Commitment to Responsible Giving

African Sahara Charity Foundation is committed to accepting and administering charitable contributions with transparency, accountability, and respect for donor intent.

This Donation Policy explains how the Foundation reviews, accepts, processes, acknowledges, restricts, allocates, and reports charitable donations and grants.

All contributions must support the Foundation's charitable mission and comply with applicable law, ethical standards, and approved governance policies.

1. Donation Principles

Four principles guide every contribution we accept.

Mission Driven

All donations must support the charitable mission and approved programs of African Sahara Charity Foundation.

Responsible Stewardship

Contributions are administered carefully, transparently, and in accordance with applicable law and donor restrictions that have been formally accepted.

Donor Respect

ASCF respects donor privacy, honors accepted donor intent, and provides appropriate acknowledgements and receipts.

Institutional Independence

No donation may compromise the Foundation's independence, governance, beneficiary selection, procurement, clinical judgment, or charitable purpose.

2. Types of Donations We May Accept

Subject to review and approval when appropriate, the Foundation may accept the following forms of charitable support.

Online monetary donations through approved payment processors

Checks and money orders

ACH and domestic bank transfers

One-time donations

Recurring contributions

Corporate sponsorships

Foundation grants

Government and development grants

Employer matching gifts

Donor-restricted contributions for approved programs

In-kind goods and equipment

Professional services

Technology contributions

Planned gifts, bequests, and other estate-planning arrangements

Complex, restricted, non-cash, unusually large, or high-risk contributions may require additional documentation, valuation, legal review, or Board approval before acceptance.

3. When ASCF May Decline a Donation

When We May Decline or Return a Contribution

ASCF may decline, return, delay, or seek modification of a contribution that:

  • Conflicts with the Foundation's mission, values, Code of Ethics, or institutional policies
  • Could jeopardize tax-exempt status or legal compliance
  • Is associated with illegal, fraudulent, exploitative, discriminatory, or unethical conduct
  • Creates inappropriate donor influence
  • Includes impractical or legally impermissible restrictions
  • Creates excessive financial, administrative, operational, or reputational risk
  • Requires obligations disproportionate to the value of the contribution
  • Raises sanctions, anti-corruption, source-of-funds, or conflict-of-interest concerns
  • Cannot be responsibly deployed for the intended charitable purpose

Acceptance of a donation does not constitute endorsement of the donor, the donor's activities, products, services, political positions, or business practices.

4. Secure Donation Processing

We take every reasonable measure to keep your giving secure.

Secure Payments

Online donations are processed through approved external payment providers using appropriate security standards.

Payment Card Protection

African Sahara Charity Foundation does not intentionally store complete payment-card numbers, expiration dates, or CVV security codes on its website servers.

Bank Transfers

ACH, direct deposit, and domestic bank-transfer instructions should only be obtained through official ASCF channels or the official Donate page.

Protect Your Information

Donors should never send complete credit-card or debit-card information by email, postal mail, contact form, or transfer memo.

Checks and money orders should be made payable to: African Sahara Charity Foundation, 10301 Grosvenor Place, Unit 1903, Rockville, MD 20852, United States of America. For ACH and bank transfers, donors are encouraged to include their name and email address in the transfer memo when possible and to notify the Foundation after sending a transfer so that receipt can be confirmed.

Governance, compliance, administration, fundraising, technology, monitoring, and evaluation necessary to advance the Foundation's mission

Unless a contribution is formally accepted with a specific written restriction, donations are treated as unrestricted charitable funds and may be used where the Foundation determines they are most needed.

For restricted donations, ASCF will make reasonable efforts to honor formally accepted donor restrictions.

If a restricted purpose becomes impossible, impracticable, unlawful, obsolete, fully funded, or inconsistent with the Foundation's mission, ASCF may seek donor consent to redirect the contribution to a substantially similar charitable purpose, subject to applicable law and governing documents.

  • Privacy of donor information
  • Transparency regarding organizational status and programs
  • Honest communication about how contributions are administered
  • Appropriate recognition or anonymity when requested and legally permissible
  • Access to published financial and governance information when available

Donation acknowledgments may include the Foundation's legal name, the donor's name, the date and amount of the contribution, a description of accepted non-cash property, a statement regarding whether goods or services were provided in exchange, and other information required by applicable law. Donors are responsible for retaining their acknowledgments and consulting their professional advisors regarding tax-reporting requirements.

9. Donor Recognition and Anonymity

Recognition

ASCF may recognize donors in reports, publications, events, websites, or other communications when appropriate and with donor consent.

Anonymity

Donors may request anonymity in public-facing materials.

Legal, banking, accounting, regulatory, audit, and compliance records may still require ASCF to retain a donor's identity even when the donor is publicly anonymous.

10. Refunds and Erroneous Transactions

When a Refund May Be Considered

Charitable donations are generally final and non-refundable. ASCF may consider a refund when:

  • A duplicate contribution resulted from a processing error
  • An incorrect amount was submitted unintentionally
  • A contribution was made to the wrong organization
  • A transaction was unauthorized or fraudulent
  • Applicable law requires a refund
  • ASCF declines or is unable to accept the contribution

Refund requests should ordinarily be submitted in writing within 30 days of the transaction when possible. Requests are subject to verification, payment-processor limitations, available funds, applicable law, and approval by the Foundation. Approved refunds will normally be returned through the original payment method.

11. In-Kind Contributions

In-kind donations require prior review and acceptance. Review factors may include:

Relevance to an approved program or operational need

Condition, quality, safety, and useful life

Transportation and storage costs

Installation and maintenance requirements

Licensing and regulatory requirements

Customs and import requirements

Export controls and sanctions

Disposal costs

Whether the contribution can be responsibly deployed in the intended location

Unless required by law, ASCF does not assign a monetary value to donated goods or services for the donor's tax purposes. Donors are responsible for obtaining their own independent valuation.

12. Corporate Sponsorships and Restricted Gifts

Corporate Sponsorships

Corporate sponsorships, matching-gift programs, promotional campaigns, and cause-related partnerships may require a separate written agreement.

Such arrangements must preserve ASCF's independence, charitable purpose, public trust, and control over program decisions.

ASCF does not permit a donor or sponsor to exercise improper influence over beneficiary selection, procurement, employment, governance, clinical decisions, or the reporting of results.

Restricted Gifts and Grants

Restricted donations and grants may require written agreements specifying:

  • Approved charitable purpose
  • Budget and permitted expenditures
  • Reporting expectations
  • Payment schedule
  • Duration
  • Monitoring and evaluation requirements
  • Recognition terms

No employee, volunteer, advisor, or representative may accept a material donor restriction outside their delegated authority.

13. Anti-Fraud, Anti-Corruption, and Source-of-Funds Review

Diligence, Integrity, and Compliance

ASCF may conduct appropriate due diligence regarding donors, intermediaries, funding sources, restrictions, sanctions exposure, conflicts of interest, and reputational risk.

ASCF will not knowingly accept funds derived from unlawful activity or contributions intended to secure improper influence, personal benefit, preferential treatment, or unlawful advantage.

Suspicious, fraudulent, or prohibited transactions may be delayed, declined, returned, documented, or reported to the appropriate institution or authority when required.

14. Institutional Independence

Donations Do Not Buy Influence

A donation does not entitle a donor to:

  • Direct ASCF governance
  • Control personnel decisions
  • Control beneficiary selection
  • Influence clinical judgment
  • Select vendors outside approved procurement procedures
  • Obtain confidential information
  • Receive improper personal or commercial benefit
  • Misrepresent an affiliation with ASCF

African Sahara Charity Foundation retains final authority over the administration of accepted charitable resources.

15. Transparency and Recordkeeping

Donation records are maintained in accordance with applicable financial-management, record-retention, privacy, audit, governance, and regulatory requirements.

ASCF is committed to responsible stewardship and appropriate reporting concerning the receipt and use of charitable resources.

When available and appropriate, financial statements, annual reports, governance information, policies, and other organizational disclosures are published through the Transparency Center.

16. Employer Matching Gifts

Donors are encouraged to determine whether their employers offer matching-gift programs.

ASCF may complete legitimate employer verification forms and provide organizational information necessary to facilitate matching contributions.

ASCF will not certify inaccurate information or accept matching funds subject to inappropriate conditions.

17. Policy Updates

ASCF may update this Donation Policy to reflect changes in law, regulation, technology, payment practices, governance standards, or organizational operations.

The current version will always be published on the Foundation's website with its effective date.
